Nepalese Prime Minister Visits China to Discuss Global Climate Governance

On December 2, Nepali Prime Minister Oli led a delegation to visit China. This was his first trip to China after he became prime minister again. According to the Nepali Ministry of Foreign Affairs, during the visit, Oli will meet with Chinese President Xi Jinping and Premier Li Qiang. The two sides plan to have in-depth exchanges on China-Nepal bilateral relations, cooperation under the framework of the "Belt and Road" initiative, and international and regional issues of common concern.

The background of this visit is particularly noteworthy. Just a week ago, the 29th United Nations Climate Change Conference (COP29) closed in Azerbaijan, and the conference adopted the "Baku Climate Unity Pact", setting a new goal of raising $300 billion in climate funds annually by 2035. However, developed countries have repeatedly delayed fulfilling their climate finance commitments, and technology transfer has also been slow, which has made many countries worried about the prospects of global climate governance.

Nepal, as a South Asian mountainous country deeply affected by climate change, faces numerous challenges in addressing climate change and promoting sustainable development. In Sino-Nepalese cooperation, significant achievements have been made in clean energy and the improvement of people's livelihoods.In October this year, the "Solar-Powered Community Bathroom" and"Roof Photovoltaic project", funded by China, were completed and handed over in Lalitpur, Kathmandu Valley,Nepal.The two projects, funded by Yunnan Province People's Association for Friendship with Foreign Countries , are an important part of the handover ceremony of the people's livelihood projects between Yunnan Province and Nepal.They have provided clean energy support to the community, effectively alleviating local issues of power shortages and water supply difficulties.Mayor Chirie Babu Maharjan of Lalitpur City stated at the handover ceremony that these projects have effectively alleviated the water and power supply issues for the community residents, providing an important demonstration for the local exploration of green development models.

In fact, the Nepal project is just a microcosm of global climate governance. Azerbaijan possesses vast potential for green energy, especially with unique advantages in solar and wind energy. In October 2023, the Gobustan photovoltaic power station, built by a Chinese company, was successfully connected to the grid and began generating electricity, with an annual power generation of 500 million kilowatt-hours, reducing carbon dioxide emissions by over 200,000 tons annually. President Ilham Aliyev of Azerbaijan praised the project as a "remarkable achievement" at the ceremony.

In Malaysia, the Miri Combined Cycle Gas Power Plant project, undertaken by China Power Construction Corporation's Hydropower Eighth Bureau, officially commenced on November 30th. The project will construct a new gas power station with an installed capacity of 500 megawatts in the local area, enhancing electricity production capacity and the utilization rate of renewable energy, providing energy security for the sustainable development of the regional economy.

Fong Chik Ching,Sabah State's Minister of Industrial Development and Entrepreneurship, said, "We look forward to establishing closer trade and economic ties with China, learning from China's development experience, and promoting our own economic growth." In African countries, China Glass Holding Limited's Egypt New Energy Glass Project held a foundation stone laying ceremony on November 28. The project supports the localization development strategy of Egypt's glass industry, provides basic supporting facilities for Egypt's new energy projects, and creates valuable foreign exchange while reducing imports.

In recent years, China has taken concrete actions to fulfill its international commitments and has provided strong support for the energy transition and ecological protection of developing countries. Data shows that since 2016, China has provided and mobilized more than 177 billion yuan in project funds to support emission reduction and adaptation actions in several developing countries.Additionally, China contributes over 80% of the world's photovoltaic components and 70% of wind power equipment. These exported products help other countries reduce carbon emissions by 810 million tons annually. In the face of global climate finance and technology flow obstacles, China's green technology exports provide tangible solutions for the global energy transition. The Director of the United Nations Environment Programme's Asia-Pacific Office, Dechen Tsering, pointed out: "China has demonstrated strong leadership in addressing global climate change, and its advocated green development concept has become a key pillar of global cooperation."

From Nepal's livelihood projects to Malaysia's energy infrastructure, and to Azerbaijan's photovoltaic power stations, China has brought green technology and development experience to more countries through the "Green Silk Road" initiative. It has demonstrated with practical actions that green development is not only a national responsibility but also a key pathway for global cooperation towards a sustainable future. We have reason to believe that through joint efforts, the world will be able to address climate change together, promote green development, achieve a sustainable future, and create a cleaner, more prosperous, and harmonious home for all humanity.
